All Skate Canada Clubs operate under a Club Constitution. A Club Constitution provides the pathway for a smooth operating
club, and gives guidance to the Club's Board of Directors in their management of the Club, and informs all the members of their
rights and obligations.
The Club's Board of Directors consists of a President, Vice-President, Secretary, Treasurer, and 2-3 Directors at Large
(previously held board position) and any of the following positions: Test Chair, Competition Chair, Registration Chair or
Carnival Chair. Sub-committee Board members positions: Fundraising Chair, Events/Social Coordinator, Costume Coordinator,
Music Coordinator, Publicity/Promotional/Advertising Coordinator, Club Photographer and WebMaster.
The complete Cobourg FSC Club Constitution is reviewed at each AGM and is posted on the Club
Bulletin Board. A copy is always available for any member to review at any time.
Skate Canada's Constitution is available on their website under Members Only, but a copy can be available upon request.
By-law 15: Role of the President
The President shall act as Chair of all Board of Directors and general meetings. In his/her absence, the Vice-President will fill
this duty.
By-law 16: Role of Treasurer
The Treasurer shall be responsible for the safe control of all Club funds, for preparing and submitting to the Board of Directors on a regular basis an annual budget and keeping of such records that are required for financial review. The Treasurer is also responsible
for arranging for an audited annual financial statement. The President, the Vice-President and the Treasurer shall all have signing authority on Club cheques and legal documents.
By-law 17: Role of Secretary
The Secretary shall deal with all correspondence subject to the approval of the President and his/her delegate, shall issue all notices for Board of Directors and general meetings, shall take minutes at all meetings, and shall be responsible for submitting to Skate Canada and the Section such reports as are required by Skate Canada rules and other regulations.
By-law 20: Committees – Eligibility to Serve
All Club Board of Directors and members of Committees shall be eligible persons and shall be of legal age (18 years). They must be members in good standing of the Club and be Associate Members of the Association. [ Skate
